Morgan Shields, PhD, MS, researches the quality and accountability of behavioral health care, with a focus on identifying strategies and policies to improve patient‑centered care. Her work emphasizes how payment and regulatory policies can motivate quality improvement in behavioral health settings. One of the few researchers studying the quality of inpatient psychiatry, Dr. Shields’ work has had measurable state and national impact. Her research prompted an internal investigation by the Veterans Health Administration, informed revisions to Massachusetts’ critical incident monitoring system, and contributed to federal actions to improve the systematic collection of patient experience data from inpatient psychiatric facilities nationwide.
