Hillary Samples, PhD, MHS, is a health services researcher and Assistant Professor at the Rutgers Institute for Health, Health Care Policy and Aging Research and the Rutgers School of Public Health. She earned her master’s degree in population mental health and her PhD in health services and policy research from the Johns Hopkins Bloomberg School of Public Health and completed a postdoctoral fellowship in substance use epidemiology at the Columbia Mailman School of Public Health. Her research examines behavioral health care patterns, patient and population outcomes, and the role of social and structural factors in preventing and treating mental health and substance use problems, particularly opioid‑ and suicide‑related outcomes, with a strong focus on equity for underserved populations.
